Rising Demand for Used LNG Ship Conversions
  Bob Nimocks, president, Zeus Development Corporation
  Zeus tracks receiving and regasification projects worldwide. Currently about 25 propose to acquire used ships on the cheap for conversion into floating, storage, regasification units. Other projects expect to acquire the ships for fixed storage or for floating, production, storage, offloading (FPSO) units. All told, the demand for used ships is growing rapidly, as developers believe there is a deep inventory of suitable ships at low prices. Nimocks presentation will quantify and forecast this demand.

A Look at the Supply of Used Ships Suitable for Conversion

  Bainbridge leads the LNG practice at RS Platou, a major marine brokerage. He has extensive knowledge of the world LNG fleet, charter market and aftermarket for ships. He will define and prioritize the parameters of regas-conversion ships most sought by importers. Then, he will quantify the number of units that might be found to give the audience a sense of the number of "ideal" conversion candidates and where bidding is likely to be most intense.

Building a Dockside Regas Ship: Key Elements of the GasPort® Design

  Few companies have been able to move as quickly to provide market access to LNG supply as Excelerate Energy. On three occasions, the company has built dockside GasPorts in short order for markets in need of LNG: Teesside, U.K.; Bahia Blanca, Argentina; and Mina Al-Ahmadi, Kuwait. Can GasPorts allow countries to jump to ahead in the queue? If Excelerate runs short of its purpose-built ships, will it consider conversions of other units? If so, what is a reasonable lead time for such projects? Bryngleson has been asked to address these questions.

Additional Terminal Cost Factors

  A used LNG vessel is just one element of the cost of a floating regas terminal. Vessel reinforcement & life extension, topside regas, delivery & production rates, Metocean characteristics, dredging & breakwaters, jetties & moorings, and navigational port infrastructure can add significantly to costs and schedule. With so many import markets estimating the CAPEX and OPEX costs of their floating regas terminal projects, it is important to understand what drives costs. Hesse and Franklin will start by defining the ideal low-cost, short lead-time floating regas terminal scenario based on the availability of used vessels. They then will discuss how site & design specifics can drive costs higher and construction times longer.
